Research-informed assessment framework

Social Inclusion Operationalization (SIO) Framework

Move from broad inclusion commitments to observable project-level evidence across the development cycle.

01 / What is SIO?

What is SIO?

A structured, evidence-led approach to assess how inclusion is translated into development project design, implementation and results.

Development practitioners, project teams, evaluators, researchers and portfolio managers.

01 Design02 Implementation03 Outcomes

A disciplined assessment protocol

  • Ten dimensions spanning design, implementation and outcomes
  • Evidence-anchored 0–3 scoring with NA only where a project stage is not legitimately assessable
  • Source trails and contextual interpretation rather than claims of causal impact

Planned toolkit contents

  • Overview of the ten-dimensional SIO assessment framework
  • Anchored 0–3/NA scoring protocol and coding guidance
  • Reusable project-level assessment and evidence-log templates (in development)
  • Interpretation guidance, maturity rules and methodological caveats

Potential applications

  • Document how inclusion commitments translate into project design choices.
  • Review evidence of implementation, participation, accountability and adaptation.
  • Identify questions for supervision, completion assessment and institutional learning.

Research status and limitations

The commercial toolkit is being prepared and is not yet available to purchase. The framework was developed and demonstrated on 25 World Bank-financed projects for research purposes; it has not been established as a universally validated index or an official World Bank tool.

Not an official World Bank tool. Use of SiAT concepts does not imply World Bank endorsement.
